The Utilities Administration recognizes service responsibilities, formulates programs, sets goals and objectives and then plans, organizes, directs and oversees these projects. The Utilities Administration Division provides management, technical and clerical support to all divisions within the Utilities Department. Citizens' request and inquiries are taken by the administrative staff and routed to the appropriate division for action. The utility department is organized into 6 separate divisions: Administration, Water Distribution, Water Treatment, Wastewater Collection, Wastewater Treatment and Fleet Maintenance.

Utilities Administration consists of 6 employees: Director, Operations Manager, Engineering Manager, Senior Project Manager, Project Manager/Inspector, and Administrative Assistant. The Utilities Administration Division also coordinates the activities of the utility with a 7-member Citizen's Advisory Board that meets on the 4th Monday of the month.

Utility Administration staff works closely with DEP and SWFWMD agencies to facilitate favorable policies and programs for the Utility. The City is actively seeking Cooperative Funding from the Peace River Basin Board and SWFWMD to assist with capital improvement projects to our water plant. The City is working cooperatively with DEP, SWFWMD, FDAC, and agricultural partners in efforts to improve agricultural practices in the Shell and Prairie Creek watershed. The Shell and Prairie Creek Watershed Management Plan was completed in June 2004 and has been approved by FDEP and EPA. The management plan provides an alternative to the regulatory process of adopting Total Maximum Daily Load (TMDL) as a means to maintain state water quality standards. Improved management practices are aimed at improving and protecting water resources contributing to the Hendrickson Dam Reservoir.
