The Community Development Block Grant [CDBG] Program is a flexible, income-driven program that provides states and local governments with resources to address a wide range of unique community development needs. The CDBG program provides annual grants on a formula basis to over one thousand local governments and States. The overarching goal of the CDBG program is to develop viable communities by providing decent housing, a suitable living environment, and to expand economic opportunities, principally for low- and moderate-income persons.
HUD determines the amount of each grant by using a formula comprised of several measures of community need, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas.
