No structures or accessory objects, including cleats, tie-off anchors, ladders, handrails, brackets, plumbing, or electrical conduit, may be attached to, rest against, or pass through the seawall cap or panels. All docks, pilings, and lifts must be freestanding. Dedicated vessel tie-off anchors must be placed at least 6 feet landward of the seawall.

Any combination of frame, roof, canopy, curtain-style cover, or overhead structure designed to shield a vessel, dock, or lift is strictly prohibited.

• Permitted: Tailored fabric mooring covers fixed directly to the vessel are permitted. Mechanical mooring cover assist systems are also permitted, provided that all components retract and remain positioned at or below the top of the seawall cap when the system is not actively covering the vessel.
• Prohibited Marine Structures: Floating docks are strictly prohibited within residential canal waterways.

Any dock, lift, walkway, or marine accessory not permitted by right under Punta Gorda Code Chapter 6 requires review and approval of a Canal Construction Special Permit by the appropriate Canal Advisory Committee or City Council before construction begins.

Infrastructure Scope: 18 miles of seawall, 9 miles of canals, the BSI boat lock, and district mangrove management.

Advisory Committee: The BSI Canal Advisory Committee is a 5-member resident board, with members serving 3-year terms for a maximum of 3 terms.

Water Side

Maintain all private docks, pilings, boatlifts, davits, hoisting devices, dock lights, power lines, water lines, and moored vessels in safe operating condition.

Land Side

Maintain all upland yard areas to be at least level with the top of the seawall cap. Property owners must maintain all private patios, pools, walkways, sprinkler systems, electrical lines, and landscaping, ensuring no activity or structure compromises the seawall, tie-rods, or deadmen.

Vessel Relocation

Property owners must remove and relocate all vessels (operable or inoperable) from lifts and docks upon written notification prior to district work.

Removal of Private Structures

Owners are responsible for clearing items located within the work zone affected by seawall maintenance (including docks, lifts, walkways, irrigation lines, fences, vegetation, and yard ornaments). Fences must be uninstalled and stacked on the parcel; reinstalling fencing after work completion is the owner's responsibility.

Site Restoration

The district provides and places replacement sod only. Property owners are responsible for establishing and watering the new sod, as well as the repair, reinstallation, and expense of restoring any private docks, lifts, walkways, landscaping, and irrigation systems.

Property owners may independently contract, at their own expense, with the City’s marine contractor to conduct dockside maintenance dredging under the City’s state and federal dredging permits, provided the dredging does not compromise the stability of the seawall or adjacent structures.
